Custom Size is available on select products, the availability of this feature is set at the HUB only. Storefront licenses do not have access to enable or disable this function.
When available it will be displayed as Custom Size at the bottom selection in of the size option will be Custom Size

Custom size pricing cannot be set or edited, it will always pull from existing products, if you want to have editable pricing for sizes that are not available aside from being in those listed using custom size, you must create those as actual products of their own.
